I sent you an email on the questions you had. Talk with your dad, and like I said get what fits you. What appeals to you and what you can addiquatly take care of its entire life.
Better to get the cage that will work for the rest of its life from the start. Like I mentioned in the email, boaphile plastics works great. The 421D can hold any Colombian or other imperator subspecies male its entire life. They are $200 for the raw cage. Talk with your dad, it is okay to be smart with spending, but don't be cheap. This is an animals life in your hands. You get what you pay for.
I know you probably want to get a snake you can see in person. I would however highly recomend buying from a reputable breeder. The little extra for the good animal, and for the help the breeder will provide you with is worth it.
My cousin is in the same boat you are, I can see what I can do for you. In New York you can go to the Metro Show or buy online. Be carefull!
$400 for everything is the cost for good animals and care.
Below is an example of some variation in Colombians, on the left a Hypomelanistic Boa, and on the right a Hypo as well of Salmon lineage. A little pricey.
