Plexi will get scratched and cloudy after awhile, I prefer glass or Lexan. Your enclosure dimensions sound good. If it has a solid top and adjustable side vents, the basking lights ought to raise the ambient temps in the enclosure, of course the ambient room temp your setup is in will be a factor.
Timors tend to be a bit shy, to make them feel more comfortable, I would have a moderate sized viewing window on only one side of the enclosure. Elevating the enclosure so they are looking down on the rest of the room will make them more active and less shy.
