How far are your bulbs from the basking spot?....

Because all of that lighting is badly overkill. If you have the animal close enough to the bulbs and the cage isn't overventilated, there is no reason a couple of 90 watt or even 45 watt halogens couldn't get the job done better (I would assume 90 by your description of the temps). That setup you have now must really kill the electric bill.
