Shell rot. Sometimes you have to scrape it off as it is under the scutes and beginning to penetrate the bone. Then, you must keep it dry and put anti-biotics like betadine on it till it heals (maybe a month or more) and must keep the water clean. After doing this procedure, I put the turtle in water twice a day to eat or drink, but leave it out of the water 22 hrs a day in a comfortable 75 degree temp room. It will leave crater in the shell that will look ugly, but if not treated it will expand, get into the blood stream, and eventually poision the turtle.
