It depends on if you want to pay someone to host it, or if you can do it yourself. Load IIS on the computer, set up Dynamic DNS to point to your modem or router, open or foward port 80 (if you use a router or firewall)to the computer, and create your web site.
It is not as hard as you may think. There are a ton of helpful sites that give you info on setting up a web server. You will need to get a program like FrontPage, Dreamweaver, Apache, or other web page creating software.
If you don't mind doing a little research you can have a web site up and it will only cost you the yearly domain registering fee. Of course you will need a broadband connection.
If you don't mind paying, my wife can create it and I can host it.
It will cost ya though 
It is like keeping monitors. Once you do the work of setting it up, it is very easy. ----- Ed
