humidity vs. heat - how to maintain both

i have a 20 gal. tank (glass) with 2 inches of lava rock, 3 inches of dirt and live moss. there is a waterfall, fogger, fake plants and one live plant. humidity is around 80-85% WITHOUT lights on. once lit, the tank dries out. humidity is better when fogger is running but low...30% or so. without light the tank is only around 70-75 degrees. i have a RETF who i am told needs 80-85 degrees and 80-90% humidity. i can't seem to maintain both. i have put the fogger on a timer, lights on a timer, etc. but then everything is irregular.



any suggestions?
