Yes I agree with the quarantine remark. Personally with that much of an age and size descrepancy I would keep them seperrated untill the female was 24". That is the size recommned by most of the experts on water dragons for sexual maturity. I have heard males can be quite the little horn dogs so no need to subject a young female to undue stress IMO. Good Luck.
