Just kidding

Sometimes this happens with eye caps as well on boas, and some don't shed other parts normally, this can be due to lack of humidity, the right temperatures, substrate or nutrition.

BUT doesn't sound like that to me regarding your boa, see if you can get him to soak for a few hours in his cage, then with a little effort you should be able to get it off of his tail. Ive done this with a full bad shed that was 2 times not shed properly, he was a sick boa though.

you should have no problems

Don't use your teeth though ok
