Ovulation is part of the reproductive cycle, so no; females do not have to Ovulate.
If they do not breed, they will not ovulate, irregardless of if you cool them or not.
Ovulation is when the ova (mature follicles) are released from the ovaries.
Afterwards they will be fertilized and shelled.
This will only happen in females that will become gravid.
Cooling acts as an indicator for the female to start follicular maturation.
If the female resorbs her follicles before they fully mature, ovulation will not occur.
Without male contact, the follicles will be resorbed before they fully mature.
