Just my GUESS but I would think that you wouldn't be able to identify a hypo leucistic (i.e. the leucistic would cover or hide the hypo – leucistic should be epistatic over most everything except albino or caramel that would show in the eyes only). Maybe it would have a better chance of having bluer eyes or something subtle to let you know that it wasn't just a leucistic.

"And If a Hypo Blue Eyed Leucistic is breed to a Ghost (Hypo) will it produce all hypo mojaves."

It should so I guess you could use breeding results to let you know if you have a hypo leucistic or not.
