If it's a sharp 90 degree bend then it could be broken but if it's a normal curve then there is nothing to worry about. When geckos hang upside down it's normal for the tail not to be as horizontal as the body. Also if a tail is broken it usually breaks completely off rather than hanging on by the skin.
