Leos do not need UV bulbs. They are nocturnal animals, and therefore see almost no sun in the wild. I do not think that UV would be detrimental, as long as the leo has a hide dark enough to get out of the light. What temp is the tank with the UTH? make sure that it is between 80 - 90 degrees in the warm side, and 70 to 75 in the cool side. It is important to have a temp. gradient, make sure the whole tank is not to warm.
My albinos (trempers, rainwater, and bell) will come out in the daylight to look around occasionally, but they are much more active in low light.
