CITES does list P. m. molurus as an Appendix I animal, and this does only apply to import and export between CITES agreement nations. However, the real issue stems from the fact that molurus molurus was placed under the U. S. Endangered Species Act when it was originally promulgated. This being the case, the US Fish and Wildlife Service, Division of Management Authority requires permits for interstate movement of this species. Shipper and receiver must have valid CBW permits issued through US Fish and Wildlife. The only way indians can be legally moved across State borders without a permit at both ends is if they are a gift with no monetary exchange. Otherwise you are correct, if you produce offspring from legal adults, the young can be moved or sold within that particular State without the permit requirement. Hope this help a little.
