I would recommend Kane heating pads in the cage as they are thick and sealed and the cord and heating elements are fairly isolated if the water bowl was to spill or be tipped over. I have some cages with the flatter thinner plastic coated heat element, but I've sandwiched them between large pieces of ceramic tile to get the heat element raised off the cage floor and also to protect the element better from contact. The ceramic tile transmits heat easily.
