Is my setup hot enough?

I have a questions regarding my setup and tempature,

I have a boa constrictor thats 7-1/2 feet long, about 5 years old. I live in Southern CA - San Diego North County,

I recently moved my snake to the garage, and its still somewhat "cold" here. I house him in a large vision cage that is about 4' wide and approx 2..5feet deep.

Since I'm moving him in the garage - I've have 2 lights on him - 150 watt during the day and a 100 watt during the night. I also have a heat strip underneath.

Should this be enough? Say the air temperature gets to 65 degrees or 70 degrees, but he still has the heat strip - is this ok? I just put in a 150 wall bulb yesterday, so I don't know what the air temp is with that yet, but if its not suitable, then I'll need to rethink where I need to place him,
