I found out some interesting info. Dumerils and Argentine Boas are both listed as appendix I species. All appendix I species need special permits to be shipped across state lines. Why is it that everyone follows this rule when it comes to Indian Pythons, Radiated Tortoises, and Galopogas Tortoises, but very few follow it when it applys to more common (in captivity) species. Here is a link to a list of all the appendix I, II, and III species. Appendix I is listed in red, II in green, and III in blue. There are quite a few species that are listed here that are regularly shipped without permits.
