Reptiles sometimes puff out their throats if they feel threatened or scarded. They do this to look bigger then they are. I don't actually know if leopards do this, but it sounds like that kind of behaviour.

If he's bloated all the time, there might be a serious problem, and you may want to consider going to the vet.
