Hypomelanism reduces black ... allowing for a more clear view of color ... in turn allowing for more effecient selective breeding towards color.

Its the same principle as with pastels. The only difference being pastels are a selective bred polygenic trait while hypos are a freak of nature single gene mutation.

Because of the increased effenciency of breeding for color in the (hypo) line, the normals could very well have nice color tied to them as well (just cant see it for the most part, at least in comparison to the hypos... its hiding under the melanin).
