Males can breed at 18 months of age, 3.5 feet is small but, im sure it can be done, Some males will breed at 18 months and some wont, it just depends on the animal. Females at 18 months have been breed but again, it takes away from the life span of the animal and it also may produce a small litter which wouldnt be worth the early breeding of the female.
