.. at some point it could be correctly said of every baby boa that 'this boa hasn't eaten yet'.. and virtually every one does eat within about a week or maybe three weeks of birth.

The questions are how old is the boa, is it still healthy and has good weight and what has been tried to get it to feed?

Assuming the snake is still only a couple of weeks old or even as much as several weeks of age and is healthy and otherwise normal just set it up, give it a little privacy and offer it food... most prefer live fuzzy mice as a first meal or even a tiny rat pup but some will take pre-killed or frozen-thawed (usually from tongs)..

On the other hand if you have purchased a baby boa that is several weeks of age or older and the previous owner could not get it to feed after many attempts you may have bought yourself some trouble.
