I know that  I use a mystic uvb bulb, one of the best uvb bulbs on the market. It penetrates from 20 in. away, although she can get pretty close to it the way I have the vine set up. She also gets regular access to the outdoors since it's summer. Both of my dragons get plenty of uvb, so that was not my concern...I'm not new to dragons. I figure Chiquita will just be a late bloomer. It happens sometimes. She is definitely growing, just a little slow. Thank you though for your concern! It's nice to see we're all looking out for each other.
