You'll need to seal the particle board anyways so the pine it contains will not be an issue. But particle board is very heavy.
Light and cheap is a difficult combination, especially if you buy a material that needs finishing work on the inside and outside. One thing that you can use in hollow-core doors. See Riobravoreptiles.com and go to the rack-building page. Similar techniques can be used to build a cage that is reasonably light and reasonably cheap.

Most any glue is safe with proper time to allow offgassing. ----- Current snakes:
