Two, I'd say.
I think it's good for them to have company, but at the same time 20 gallon is a small enclosure for them, so you don't want to crowd them.
They can be quite active.
What you see in pet stores doesn't represent a comfortable habitat for them, remember. They might be put in 10 in a 30 gallon, but they'll get stressed out while like that, and it's only until they get sold.
I think three would be happy in a 30 gallon.
