Try Java moss. I can't grow anything else reliably, either. It is a bit shaggy, and is not a pillow moss, but it grows both on wet substrate and in water with less light than other mosses seem to require. It holds up to trampling by the larger frogs and will grow up water falls, wet wood. You may have to trim it around the edges next to the glass, but it is an easy moss to grow. It's also easy to control if it gets into places you don't want it to go--such as clogging water pumps. It rips out easily.
