Both would work, but I would have to say that the 20 tall would be better. I have had one of my trios of leucs in a 29 gallon tank which is pretty tall, and they sleep in the very top of the plants every night. All of my leucs love to climb so I give them room to do it. The 20 high also gives more room for the plants to grow upward.
