help with white spots in aquarium

Above the surface of the water near the water line of my turtle's aquarium are these annoying little white spots. They look like hard water spots. I am SO sick of looking at them at no matter how much i wipe them off they come right back. I'm already using Exo-Terra Biotize to help get rid of waste. What's the best way to get rid of them and what conditioner should i use to prevent them?
