It sounds like you have calcium build up. Use vinegar, it breaks down the calcium. Make sure to remove all the water, turtles, etc from the tank first. Prepare a 50/50 solution of vinegar and water and use a rag to apply to white area. Let it sit for a few minutes and then scrub it off. Make sure to rinse well before putting stuff back in the tank.
