Vision tubs?

Can anyone tell me if the Vision tubs are safe to use outdoors without causing overheating? This would be for a hatchling Hermann's tort. I would be building an outdoor pen eventually, or sooner if need be, but was hoping I could house it in a tub I could use inside and out until I get the pen together. I also thought a hatchling might be safer in a smaller area until it gets a little bigger.
