I think 93 F is too hot for the temps where you want her to lay. I have the same problem this year. One of my bluestar females, has done that twice now. I think the eggs were infertile, so that also may be the reason she did not bother to take the care in burying them. They do dry out rather quicky when laid on the surface. The sand tends to pull the moisture right out of them.
If they eggs are pretty yellow inside, they are probably infertile. Try cooler temps for the egg laying area. Also, none of my eggs have hatched yet...I have not checked them today yet though
