Evolution and taxonomy, how long...?

Hello. After looking at JPShadow's photos of their different localities of Indicus below, it made me think of a question. I know location/geography/predators/prey and such all influence the change of a species' pattern and behavior. After working with different locality of Panther and other Chameleons (my only monitors have been Ackies), I realize that often times different locales require different care, for reasons mentioned above. Anyway, about how long does it take/ or how much does a certain locale have to change before considered a subspecies, or totally new species? I know technically if they can't reproduce then they would be a different species, but do people actually look at the different localities, every so often, or how does it become noticed? Or are different locales technically subspecies in this case? Just a question I was unsure of, any input is appreciated. Thanks
