Umm, nice lady, but either she needs to do more research herself, or the reporter is WAY off. Most of the pet sulcatas that I know of are able to be sexed at 8 years of age, not 25. Two of my adoptees are about 10 years old, and we've known their gender for the last four years. You can know a lot sooner if your tortoise flashes you, too!

And I've NEVER heard of a 15 inch RES. I've had a handful of 10-inchers in rescue, and saw one 11-inch, and I've heard of 12-inch, but 15? That's a redbelly or snapping turtle, or a species of slider south of the US, not a RES.
