It's easier to beg forgiveness than ask permission. Build your cage quietly, coerce or bribe a few buddies into helping you get it into your room, and getting the old cage out.
It's one thing for her to say, "No you can't do that." Easy thing to say, little effort involved. But once the cage is in, she'd have to actually think and put effort into objecting to it to have any effect.
Two things you could do. One, you give the cage some snazzy locks and make it sturdier than your old one. Maybe that'll help your mother feel secure.
A second suggestion, is after you get the new cage in without her noticing, you can play the "How long will it take her to notice" game. *evil grin* But discreetly of course.
Could it be that your mother believes that old myth about them just growing the size of their enclosure? Whatever happens, good luck.
