Question about Russian size and hibernation

How big is an average four year old russian tortoise? I think my guy may be a little small. I was waiting until he was a few years old to hibernate him and was planning to start this year, but now I'm not sure. How big should they be to be hibernated safely? He lives indoors and would be hibernated in a refrigerator. Thanks for any help,
