which is better

I'm going to have a cage custom made for my new male baby red tail. It will probably be 48x24x12. whats better for a heat source flex watt, heat panels, or the heat lamps. I got six corns in a rack with flex watt, but have not had a red tail in years and want to make the best choice. my last red tail years ago i kept in a glass cage with a heat pad under it.
