it depends on how you're building the cage, what materials, open front or top, do you plan for more to stack, or is it going to be lonely?

you just need to evaluate everything you're planning, and what would be the best for your situation...

for a recommendation, i'd go:

1. flexwatt and a Ranco thermostat

or

2. radiant heat panel and a Ranco thermostat

depending on style of cage, and budget (heat panels are a little bit more $$, but still very good product for the dough, just depends... flexwatt rocks, though you have to make sure it's properly wired... there are merchants who will prewire it for you, that's probably the best way to go...

good luck!
