Such laws usually have to provide more detail than just 'venomous', they typically specifically menetion Atractaspididae, Elapidae and Viperidae. They are not intended for colubrids (although usually specifically mention Dispholidus, Rhabdophis and Thelatornis).
So, under the intent of the legislation, no you wouldn't need a permit. However, just be careful of things being misapplied by morons.
