I would tend to think that this is an infertility issue. How long does it take them to shrivel up? If it's within a day or two consistently, I'd say they're infertile. Try candeling them (holding them up to a bright flashlight in a dark room and looking for veins).
I don't think the eggs are overly sensitive to humidity issues. As long as you have 70-80% or more, I don't think that would be a problem.
