Since your Leo has had continuous problems shedding do you assist it in removing all of the shed from the feet? Do you have a humid hide to help with the shedding? It sounds like you have a major problem going on of old shed being left on the foot and it is constricting, cutting off the blood flow. It sounds like you need to put your leo in some warm water (belly high) to help loosen the skin and get the dead skin off IMMEDIATELY. You can use a Q-Tip to help rub the skin off. If it won't come off using a Q-Tip you may need to very carefully pull it off with some blunt ended tweezers. But only after the skin has been thoroughly soaked to loosen it.

If it is turning black from the ankle down you probably need to get her to a vet asap.
