It's not so much size as it is age

Generally, a male successfully breeds at 1.5 - 2 years. Some yearlings have successfully bred, but they have a greater chance of unfertilized ova (slugs) or injury from the much larger female.
I had a male I thought was going to dud out and do nothing this season, but he is just now deciding he likes females. Don't count your 5.5 foot male out. She may just not be sending out the "I'm ready" signal yet.
Don't risk your tiny male if you don't have to.
