ok i have a 20" floucents light in my boa cage and i puts enough heat out but do i need to put a heat pad in???

using lights to heat a cage will drop your humidity to dangerously low levels, mess up their light on/off period or leave them too cold at night.
you're better off to lose the lights as a heat source, get an undertank heater, and monitor your humidity and temps.
get a digital thermometer/humidity meter at wal-mart or target, they're about 15 dollars. the humidity should hold above 65% and below about 80%.
