flabby skin arounf neck?

i went to see a nice looking boa bci that i might add to the collection. it is a female that is a year old and just under 4 feet. my conver is that it has a thick flabby neck. she weights 3.5 lbs. is this loose skin around the neck normal? mine have a sort of slender neck.

it could be ready to shed , it could be under fed or loosing weight. Mine always seem to to get a lil flab before a shed
