Building a pen; need to know what kind of soil is safe?

I'm building a 6' x 6' pen for the Hermann's tort I'm getting in a couple weeks, and I'll need to add some soil so I can plant a weed mix in there. What kind of compost, potting soil, etc. can I put in that will be safe?
