As I stated below, I bought some timothy hay in pellet form (looks like the alfalfa pellets used as rabbit food).
I first tried soaking some hay pellets with some Pretty Pets tortoise pellets. The leopards weren't so crazy about that.
So I waited a day to let them get hungry, and then I got out the cheap food processor. I threw in some greens, some hay pellets and some Pretty Pets, then ground them up.
The ingredients were well mixed and not mushy. The torts liked that, although I think it would be better if I used less hay next time. There is a limit to how much hay they wish to ingest at one time.
