I have 4 foot wooden cages with heat tape attached to the bottom of each one. I have a 1by2 spacer in between each cage but the heat tape makes the cage below it too hot. Can I use some sort of insulation in between cages?

Reflectix, looks like bubble wrap lined with aluminum foil. Reflexs radient heat, place it under the heat tape to direct heat to the cage above. Menards and Ace sell it a I have also seen it at Lowes.

Lowes and Home Depot sell rigid insulation in various thicknesses and sizes. I have used the 2 inch thick sheets that are 24 inches wide and 48 inches long. Very reasonably priced and from what your saying about your cages they may be a perfect fit. I was losing too much heat from a 4 foot cage. I set it on top of one of the sheets, problem solved. When I was losing too much heat during my evening temp drops with the first plastic racks that I had, I taped this stuff to the back and sides of each stack of racks, problem solved. It works real well at preventing heat loss. A sheet of this material placed between each cage should solve your problem and allow you to turn the controller down since you'll be losing less heat.
