What operating system are you using? If you have XP you should have microsoft Picture it. Open the picture in PictureIt and then try File, Save, you should then get some choices like save for web or save for email, something like that. They will both reduce the size. I think this is correct, its been about a year since Ive used it. Hope that helped some.
