indian pythons and cites

A friend in Ca. wanted to pick up an indian python as a gift for me.I live in Pa.What are the regs involved(cites permit,otherpermits,etc)?thanks in advance.

They are listed under the U.S. Endangered Species Act (ESA) which requires both seller and buyer to have Captive Bred Wildlife (CBW) permits from the US Fish and Wildlife, Office of Management Authority, in Washington DC. This is required for interstate transport only. They can be sold and moved within the State of origin without permits. This is because the requirements of the ESA only regulate interstate commerce. It doesn't make any difference if they are listed under CITES as Appendix I or Appendix II as the CITES listing only comes into the picture if you are shipping between different countries. CITES has no relevance when moving species within the U.S.
