Is this normal for a tortoise to make these noises?

Is this normal for a tortoise to make these noises?
is there a female with him? or another male? if he is alone you have me stumped, but then again i deal with russians.

He's all by himself. I had ruled out breeding behavior as he's only about 7-8 inches plastron length but I may be way off base on that one.
It's like the sounds are a combination of grunting & gurgling. He's not wheezing or gasping for air, his eyes are clear, his nostrils are dry & he's very active.
