shell rot and algae?

Hey! I've got an adult male slider. I dunno how old he is. I bought him when he was already an adult. He was beautiful and green and I've got a heater, filter, basking lamp, backing area, and enough water. So now I'm pretty sure he has shell rot and algae growing on him. the "algae" is dark green and mossy looking. it comes off when i rub him with a q tip. also in the tank is dark greenish brown algae growing but it does not match the stuff on his shell. and his shell is getting whitish in some parts. how can i fix this? how can i make him want to sun bathe?
