Well,

The first problem I am not too sure about as I can't see totally for myself, but does the alligator have a basking platform? It doesn't appear to have one and a space that he can get out of the water. However, the most important and obvious issue is that you have the submersible heater accessible to the gator. You should NEVER have these types of materials accessible to the animal. Currently, the animal is not of size that he is capable of breaking it, but that could certainly happen in the future. However, he CAN burn himself on the heater. My recommendation would be to cover that heater so that the gator doesn't have direct access to it.

I'd get rid of teh glass heater all together anyhow. Buy a titanium heater. They are about 30$ for a 300 watt. They are all metal and are "bite proof" and wont shatter if somehow pulled out of the water.

I'd never use a glass heater. Why not put the heater in your sump?
