Is there anything extra in mercury vapor bulbs made specially for reptiles (a.k.a. The PowerSun UV) that make them produce actual UVB rays; versus much cheaper, generic mercury vapor bulbs that can be bought at a hardware store?

Yes. Since the levels of UVB that PowerSuns produce are dangerous for humans, normal mercury vapor bulbs are filtered to protect us.
